The in-game tool tip tells you Coiling Wards are obtainable by salvaging Legendary items, so it’s obvious they could be clearer with the wording. Nevertheless, Coiling Wards appear to be much easier to obtain in endgame when you’ll be getting higher item level pieces, so you shouldn’t really worry a lot of stocking up on them through the leveling process.
