I love exploring in The Legend of Zelda: Tears of the Kingdom, especially when it’s to complete quests, travel to new locations, and meet interesting NPCs. This all comes together with Penn and the Lucky Clover Gazette quests. With twelve to find and complete, I had to track down Penn and work with the Rito reporter to solve various mysteries. This leaves the question of where Penn is in Tears of the Kingdom.
Where to find Penn in Zelda Tears of the Kingdom - All Exact Penn Locations (Map)
Penn can primarily be found atstablesacross Hyrule. Each time you encounter him, you will gain aNewspaper Quest. These must be completed to earn the Froggy Armor set. However, Penn does not appear at every stable and must be spoken to at the Lucky Clover Gazette, marked by the white circle, outside of Rito Village.
